About this tool
When you need it
Characters such as spaces, ampersands and question marks have structural meaning in a URL. Putting them in a parameter value without encoding breaks the URL, usually by truncating it at the first ampersand.
The common case is a redirect parameter containing another URL. You must encode the inner URL, or its query string merges into the outer one.
Reading encoded URLs
Decoding helps just as much. A long tracking URL becomes readable once you decode it, which is how you find out what a link does before following it.
Double encoding
Encoding a value twice produces percent twenty-five sequences where percent signs belong, and the value arrives unusable. If a decoded string still looks encoded, decode it again: that is the signature of double encoding somewhere upstream.

Questions
Questions about this tool
The things clients actually want to know — costs, timelines, ownership and what happens after launch.
Because an unencoded ampersand starts a new parameter. Encode the value and it stays intact.
This encodes a component, so it escapes the structural characters. That is what you want for a parameter value.
A stray percent sign that is not part of a valid escape sequence. Text containing a percent sign must encode it too.
Percent twenty here, which is valid everywhere. Plus signs are only valid in form-encoded bodies.
No. Your browser handles both directions.
